If you can afford to get an old-school, hardwired, analog phone system (POTS or landline) it is a good idea in case of emergencies. However, they aren't available in many areas or in new homes.
One thing you can do is demand that your community have some landlines in critical places- emergency systems, government offices, and libraries and community centers, in case of a grid disruption.
And there are some instances where a HAM radio could fail as well.
